David F. Koogler

David F. Koogler is the vice president of member services and external affairs for Rappahannock Electric Cooperative (REC), where he is responsible for the executive leadership of all member support and external affairs activities, including call center, billing and collection operations, key accounts, energy efficiency, renewable energy and EV programs, regulatory and government affairs, and communications.  REC is one of the largest electric cooperatives in the U.S. and is headquartered in Fredericksburg Virginia, just south of Washington DC.  Koogler joined REC in March 2011 and has more than 38 years of experience in Virginia’s electric utility business. He graduated Magna Cum Laude with a B.S. in physics/engineering from Washington and Lee University and with a master’s in business administration from Virginia Commonwealth University.
